On March 17, 1960 US President Dwight David Eisenhower established a strategy aimed at overthrowing the young Cuban Revolution as his administration´s official policy on approving a document titled “A Program of Covert Action Against the Castro Regime”. The anti-Cuba program included actions such as the setting up of an exiled Cuban organization to provide a cover for CIA operations; the deployment of international propaganda on behalf of the opposition and the creation inside Cuba of an underground intelligence and action group under the direction of the exiled organization; to set up a small paramilitary force out of Cuba in order to take it into the island to organize, train and lead resistance groups. These steps backed by diverse diplomatic actions, such as the political isolation of the revolutionary government, were considered more than enough to cause an unsustainable situation in Cuba,according to a document published by the National Security Archives, at the George Washington University. Eisenhower recalls in his memoirs that on May 17 he ordered the Central Intelligence Agency to begin organizing the training of Cuban exiles, mainly in Guatemala, for a possible future day in which they could return to their country. Another idea—the former US president said—was the setting up of an anti-Castro force inside Cuba. Some thought that the United States would submit the island to quarantine as they argued that if Cuban economy suddenly collapsed the Cuban people themselves would overthrow the Castros, he said.

At the meeting where the program was approved, Eisenhower made it clear that their hands should not appear as involved in nothing they would do and he made participants swear that they had not hear a word about what was said in that gathering.
Richard Nixon´s Secretary of Defense Herbert G Klein told the San Diego Union newspaper on March 25, 1962 that the success of the US policy on Cuba, promoted by the republicans, was expected to have an impact on the US electoral process.
